Charges were filed in two separate cases stemming from investigations by the FBI and the Philadelphia Inspector General’s Office. The two cases arise out of a crackdown on municipal corruption in which the defendants are alleged to have abused the public trust by diverting tens of thousands of dollars of taxpayer money for their own personal profit.
Jose Quinoy, a Detective with the Sleepy Hollow, New York Police Department, was indicted for allegedly using excessive force on handcuffed citizens.
Charles Fairbanks, of Columbus, Ohio, pled guilty to one count of distribution of child pornography after investigators found approximately 3,000 images on his computer of minors engaged in sexually explicit conduct.
